Board


The Board of Directors is the main governing body of the Regional Center for Organization Management, ensuring that the goals and objectives of the foundation are attained. As a good governance practice, three out of five Board members are independent.

Simona Predoiu - Member of the Board

Simona Predoiu has an extensive expertise in business associations’ management, being the Executive Director of the Romanian Paint Industry Association since 2001. Mrs. Predoiu coordinates the assistance to the association’s members, as well as the advocacy activities of the organization. She promotes the interests of the paint producers by participating in the different working groups organized by the government.

In 2003-2005, Mrs. Predoiu has taken part in the Twinning Project initiated by the Romanian Environment Ministry and its German counterpart, obtaining the certification as expert in the implementation of the Seveso II and VOC Directives. Her activity also includes data collection and dissemination on the sector’s activity, participation in dedicated trade shows and exhibitions, participation in seminars and training sessions organized by Romania Chamber of Commerce and Industry and the European Commission. Simona Predoiu has a BA in inorganic chemistry technology from the Politechnic Institute in Bucharest. 


Mrs. Predoiu served as President of the Board in 2009.

Gheorghe Serban - Member of the Board

Gheorghe Serban is the Executive Director for the National Association of Internet Service Providers (ANISP), a professional association of networks and electronic communication services providers (including Internet) in Romania. Gheorghe Serban held important positions throughtout his carreer: Quality and Consulting Manager at LOGIC Telecom; Information Technologies Expert and  Head of Electronic Data Interchange Department from the Romanian National Commission for Informatics; General Director of the Computer Center from the Romanian Ministry of Technic and Material Resources and Fixed Funds Control. 

Mr. Serban holds a BA from the University of Bucharest, with a degree in mathematics. He also has done post-university trainings in informatics and obtained certifications in Project Management (CODECS & Open University London), Finance (ASEBUSS – Romanian-American Postgraduate School of Business Foundation, Bucharest), The Art of Managing Great Projects (EUROSEPT ASSOCIÉS). Gheorghe Serban is a member in associations such as Internet Society and Association for Internet Promotion among Liberal Professions, and is the President of the National Technical Commitee of Standardization CT 196/ SC21.  Mr. Serban was member and Romanian representative in the Group of Experts GE1: Data Elements and Automatic Data Interchange - EDIFACT  (within the framework of United Nations/ Economic Commission for Europe/ Centre for Trade Facilitation and Electronic Business - CEFACT, Working Part no 4, Geneva).

Gheorghe Serban held the position as President of the Board in 2008.
      
Valentin Cismaru - President of the Board

Valentin Cismaru is the President of the Valcea Chamber of Commerce and Industry and Vice president of the Romania Chamber of Commerce and Industry. He is also a member of the Romanian Engineers Association and of the Valcea Tourism Association.

Valentin Cismaru’s professional experience includes positions such as expert within the National Privatization Agency (1990), member of the management team of the Strategic Alliance of the Romanian Business Associations, as well as co-president of the Alliance (1999-2001), President of the Board of Directors for the Flandra Business Center- Valcea Branch (2003-2005), President of the Vocational Training Center Valcea (2005).

Mr. Cismaru is one of the founders of the “Constantin Brancoveanu” University and has been associate professor there. He also participated in the establishment of the Romanian Business School in Bucharest and has coordinated several projects dedicated to small and medium-sized enterprises’ development. Valentin Cismaru holds a BA in electrotechnics from the Cluj University and has pursued  post-university studies in international business management and trade law.
     
Andrew Wilson - Member of the Board

Andrew Wilson is Regional Director for Eastern Europe and Eurasia at the Center for International Private Enterprise, where he manages technical assistance and grants programs promoting economic and democratic reform in the region. Before joining CIPE, Mr. Wilson worked as a private sector training specialist at the Academy for Educational Development, and as a program coordinator for international exchange programs.

Andrew Wilson has a Masters degree in East European Studies from the School of Slavonic and East European Studies at the University of London and a Bachelor of Arts degree in history from Lewis and Clark College in Portland, Oregon.

Camelia Bulat - Member of the Board

Since October 2003, Camelia Bulat directs and coordinates CIPE Regional Office activities in accordance with identified organization's goals to obtain optimum efficiency, economy of operations and maximum of impact. She works directly with CIPE Washington for the development of CIPE Regional Office’s strategy, and is responsible for implementing it. In addition to running the CIPE Regional Office, she has been invited as a trainer and facilitator in several CIPE conferences and trainings around the world. 

Mrs. Bulat started with CIPE in 2000 as a Director of Advocacy and Programs, coordinating the technical assistance for business associations in the ICT sector and for women business associations. She has a significant experience in working with business associations, chambers of commerce and other NGOs. Formerly, she worked with Citizens Democracy Corps as a Project Manager, and with International Executive Service Corps, which allowed her to collaborate with a number of private sector associations throughout Romania. Her proven track record of successful project management makes her a valuable asset to the CIPE program. She holds a BA in Biochemistry from the University of Bucharest, and a Professional Diploma in Management from the Open University, UK. In 2004 she graduated the MBA program from the same university. In 2007, she graduated the Institute for Organization Management (USA).

The CIPE Development Institute is a joint effort with CIPE partners and distinguished global scholars. It features multimedia presentations, lesson plans and study materials on the topics of democracy, market economy and international development, geared to students and professors in developing countries. But the curriculum is also free to any person or organization interested in these topics. CIPE's goal is simple: help students worldwide become positive agents of change.
