Despina Pascal has an extensive experience in training and public policy research acquired as local expert in four of the most important PHARE programs in Romania: the Program for Local Development FIDEL (1996-1997), the Program for Sustainable Public-Private Partnership PARTNER (2002-2003), the Program ‘Technical Assistance for the Ministry of Small and Medium-Sized Enterprises’ (2003-2004) and the follow-up of this program in 2005.
Mrs. Pascal has been consultant on organizational development for World Bank, the United Nations Development Program and Center for International Private Enterprise (CIPE). During her collaboration with World Bank, Despina Pascal was involved in the creation and launching of two institutions: the Romanian Fund for Social Development (1997-1998) and the Romanian Fund for Energetic Efficiency (2000-2001). She was also implicated in the development of programs dedicated to rural education (the grant component- 2002).
Despina Pascal has worked for CIPE since 1992, but in the last five years she has been constantly part of the consultants team, in projects implemented in Romania, Bosnia, Afghanistan, Kyrgyzstan and Azerbaijan, on issues like enterprise development, restructuring and privatization management, organizational development for business associations, advocacy campaigns and corporate governance. Mrs. Pascal was spokesperson and facilitator for the Open Doors Campaign and the National Advocacy Tour, initiated by the business associations in the tourism, manufacturing and ICT sectors, with funding and support from USAID and CIPE Romania.
Mrs. Pascal’s expertise in public policies has materialized in a series of studies and recommendations. She has been consultant for the Strategic Alliance of Business Associations, trainer for the World Trade Institute Foundation, member in the grants committees of the SOROS Foundation (1996), USAID-CIPE (2001-2002) and USAID-GRASP-DAI (2003). She is a founding member of the International Center for Entrepreneurial Studies and of the Association “Partners for Change”.
Despina Pascal has a BA in marketing and trade from the Academy of Economic Studies Bucharest. Since 1995, she is the Director of the Consulting Department in Management, Public Policies and Training of Axa International Consulting.
