Enhancing the Competitiveness of the ICT sectors in Romania and Ukraine


In order to provide support and ideas to the Ukrainian business associations, RCOM launched a CD acknowledging the collaboration between the public and the private sectors in promoting public policies with an impact on the Romanian ICT sector. Camelia Bulat, RCOM's Executive Director: "Romania is seen as a country  that has made remarkable progress in creating public policies focusing on    the development of the ICT sector, an example that could be followed by the countries in the region. Together with the representative associations in   the sector, we have selected some of these policies: liberalization of the communications market, zero tax on salary for  software developers, software leasing, online tax payments, subsidies for PC acquisition by students. The policies presented have been selected by the business associations involved in the process. This CD presents the efforts that both public authorities and the associations have put in the development of the Romanian ICT sector."

RCOM also organized a video-conference in Bucharest, providing a venue for the representatives of Ukrainian and Bosnian ICT business associations to discuss with their Romanian counterparts about the processes used and the steps taken, both by the industry and the public officials, to achieve such results. Guest speaker at this event was Costin Lianu, General Director of the Trade Promotion Department within the Ministry for SMEs, Commerce, Tourism and Liberal Professions, who explained how the collaborative process led to the branding of the Romanian ICT sector.

RCOM organized a conference in Kiev (Ukraine) to provide a forum of discussion for the Ukrainian ICT business associations, in order to establish a model of collaboration with the public authorities, as well as to define some of the public policies needed to increase the sector's competitiveness. Two Romanian speakers, Vasile Baltac, President of the Association for Information Technology and Communications in Romania, and Emilia Popescu, member of the National Association of Internet Service Providers, presented the work of the Tech 21 Coalition. The Ukrainian ICT business associations reaffirmed their will to get organized and get involved in public policy advocacy, and with further support this will be possible in the near future.
