In 2008, RCOM has become a vendor for World Bank. In this capacity, it completed two projects initiated by the World Bank Institute.
Public- Private Dialogues for Competitiveness Reforms
The project aimed at strengthening the capacity of business leaders and sector business membership organizations (BMOs) to effectively advocate for a better business environment and good governance reforms in order to enhance conditions for improved competitiveness.
Several business associations, chambers of commerce and employers organizations that were part of the assessment and training program performed by RCOM early 2008, mentioned that in Bosnia Herzegovina much of the current policy making process and local governance is the result of the work or recommendations provided by foreign institutions or donors. Although many foreign donors have worked lately to improve the governance of Bosnia Herzegovina, the attitude of local BMOs was more reactive, as receivers, or in the best case, implementers.
The business environment in Bosnia Herzegovina has not become investment-friendly or supportive for competitiveness reforms. Local BMOs, whether professional associations, chambers of commerce, employers organizations or other representatives of the civil society, have to engage in a proactive process, and become responsible for improving the climate and promoting reforms that would enhance competitiveness. RCOM’s technical approach in addressing this issue was to equip the local BMOs with the tools and knowledge necessary to effectively engage in public-private dialogue for introducing competitiveness reforms in Bosnia Herzegovina.
Enhancing the Competitiveness of the ICT sectors in Romania and Ukraine
The project’s goal was to enhance the institutional and technical capabilities of ICT business leaders and business membership organizations from Romania and Ukraine to identify reform priorities, implement customized responses for advocacy on the selected issues and engage in targeted policy dialogue with Government officials and other key stakeholders on policy issues.
Romania has been used as a model, since the ICT sector in this country is organized in several prominent business associations that have created a coalition – Tech 21- in order to better represent the sector’s interests and create premises for the elaboration of positive public policies with great impact on the development of the sector. The legislation adopted in Romania with respect to ITC sector was a positive response to the constraints of the global environment, and were meant to reduce brain drain, to increase efficiency of the ITC companies, to deregulate telecommunication, and to create a predictable framework that would attract investments and strategic players. Creating and adopting these policies was a long process, in which all relevant stakeholders, such as business associations, business leaders, and public officials participated to create norms and regulation with high impact on the ITC sector. The public policy advocacy, with emphasis on the grassroots approach was critical in the successful development and implementation of these legal changes.
