Romanian ICT Coalition’ Efforts in Advancing Public Policies Promoted as Best Practices in the Eastern Europe Region

The Tech 21 Coalition has been one of the most important outcomes of CIPE Romania’s USAID funded program implemented from 2000 to 2003. This ICT coalition has been very active in advancing and supporting public policies aiming to improve the sector’s competitiveness.
As part of the World Bank Institute project- “Enhancing the Competitiveness of the ICT sectors in Romania and Ukraine”- the Regional Center for Organization Management launched a CD acknowledging these efforts. Stakeholders from both the public and the private sectors share the stories on some of the initiatives undertaken in the past decade that have supported the development of the Romanian ICT sector.
“Romania is seen as a country that has made remarkable progress in developing and implementing public policies aiming at the development of the ICT sector, an example that could be followed by the countries in the region. Together with the representative associations in the sector we have selected few of these public policies: liberalization of the communications market, zero tax on salary for the software developers, software leasing, online tax payments, subsidies for PC procurement for students. This CD was designed as an example, but also as a form of praise for the efforts that both public authorities and the associations have put in the development of the Romanian ICT sector.” states Camelia Bulat, Executive Director of the RCOM.
The launching event was also attended by representatives of some of the most important Ukrainian ICT business associations who reaffirmed their interest in collaboration with their Romanian counterparts. The Ukrainian business associations declared that the CD is important especially since it presents both the point of view of the private sector, as well as the point of view of the public authorities.
“ICT is an essential element for Romania’s repositioning within the export trade scheme. More such initiatives are needed in order to make our ICT experience known to neighboring countries. As Austria is considered a best practices model in Western Europe with regard to ICT sector development, so can Romania become a model in promoting public policies for Central and Eastern Europe. “said Zoltán Somodi, Secretary of State in the Romanian ICT ministry, present at the event.
