The Entrepreneurial University – Developing and Promoting an Entrepreneurial Culture in the Context of the Economic Crisis and its Aftermath


In 2010, RCOM became one of the five partners in a EU-funded project, which aims to support the development and promotion of a solid Romanian entrepreneurial culture that withstands the current economic crisis, as well as its aftermath.

The project is being funded through the Sectoral Operational Program Human Resources Development and is meant to fit within Sectoral Operational Program Priority Axis 1 (creating an innovative and eco-friendly production system) Major Intervention Field no. 3 (developing a sustainable entrepreneurial system, which supports the development of business incubators, provides SME with counselling services, and supports enterprise integration within supplier networks and groups).

The project is also in line with Regional Operational Program Priority Axis 4 (supporting the development of the regional and local business environment) Major Intervention Fields no. 1 (durable development of regional and local business support structures) and no. 3 (supporting micro-enterprise development).

The project complements the EU’s 2004 Action Plan for Entrepreneurship, which acknowledges the economic and social importance of enterprises, as well as the importance of SMEs in maintaining the EU’s macroeconomic balance.

This 36-month project started in December 2010 and was initiated by the Confederation of Romanian Employers’ Organizations and is being undertaken in partnership with RCOM, as well as the Bucharest Chamber of Commerce and Industry, SIVECO Romania S.A., and the Romanian Center for Economic Education.

The POSDRU horizontal objectives are: equal opportunities; durable development; innovation and ITC; active aging; transnational approach, and inter-regional approach.

The project is to be developed both in rural and urban areas of Romania and aims to attract employees, entrepreneurs, individuals who wish to become economically independent, as well as SME managers.

The general objective of this project is to develop a complete, articulate and customized system to rpomote and develop an entrepreneurial culture, as well as to supply training and counseling for the initiation, development and management of business by small and medium entrepreneurs, in the context of the economic crisis and its aftermath.

The Entrepreneurial University will equip the participants with skills, solutions, models, tools and counseling in order to allow them to effectively manage, evaluate, adjust, develop and initiate business.
